Prepare the Crispy Fries
1. Cut the potatoes: Wash 4 medium russet potatoes and cut them into uniform fries about 1/4 inch thick, then pat dry with a clean kitchen towel to remove excess moisture.
2. First fry: Heat oil to 325°F in a deep skillet or Dutch oven, then add fries in batches without crowding, cooking for 5-7 minutes until tender but not golden, remove and drain on paper towels.
3. Second fry: Increase oil temperature to 375°F, then fry the potatoes again for 2-3 minutes until golden and crispy, drain on fresh paper towels, and season immediately with salt.
Cooking the Pepper Steak
1. Season the beef: Pat the beef pieces dry, then season generously with salt, black pepper, garlic powder, and paprika, ensuring even coverage on all sides.
2. Sear the meat: Heat 1 tablespoon olive oil in a large skillet over medium-high heat until shimmering, then add beef in a single layer and cook for 3-4 minutes without stirring, flip and cook another 2-3 minutes until browned.
3. Sauté the vegetables: Remove beef and set aside, then add sliced onion, green pepper, red pepper, and yellow pepper to the same skillet, cook for 4-5 minutes until they begin to soften.
4. Build the sauce: Return beef to the skillet, add 2 tablespoons soy sauce and 1 tablespoon Worcestershire sauce, stir well to coat everything, then add 1 tablespoon butter and cook for 2-3 minutes until the sauce thickens and coats the meat and peppers.
Assembly
1. Arrange the plate: Place a generous portion of crispy fries on one side of a dinner plate.
2. Add the steak: Spoon the pepper steak mixture with its sauce onto the plate next to the fries.
3. Garnish: Top with fresh parsley if desired and serve immediately while everything is hot.
